АЛЬТЕРНАТИВНА ЕНЕРГЕТИКА У КОНТЕКСТІ ЕНЕРГЕТИЧНОЇ ПОЛІТИКИ УКРАЇНИ

Анотація

Стаття присвячена визначенню особливостей та напрямків використання альтернативної енергетики у контексті енергетичної політики України.
Обґрунтовано необхідність розробки енергетичної політики, що визначає довгострокові перспективи розвитку національної енергетичної сфери і положення України у світовій енергетиці; уточнено категоріально-понятійний апарат енергетичної політики, що відноситься до комплексу урядових заходів, спрямованих на довгострокову стабілізацію внутрішнього енергетичного ринку і забезпечення ефективності функціонування національної економіки, усебічну підтримку альтернативної енергетики; розкрито класифікацію інструментів енергетичної політики, що залежить від трьох базових функцій – аналітичної, оперативної і контрольної; висвітлено характеристику кожного з інструментів енергетичної політики; виділено п’ять критеріїв політики підтримки розвитку альтернативної енергетики; зазначено, що активна енергетична політика стає головним чинником ефективного входження в світогосподарську систему розвитку альтернативної енергетики.

ALTERNATIVE ENERGY IN THE CONTEXT ENERGY POLICY OF UKRAINE

Summary

The article is devoted to the determination of the features and directions of the use of alternative energy in the context of the energy policy of Ukraine.
The strengthening of the energy component in world politics contributes to the formation of the state's energy policy aimed at developing and using political mechanisms and tools for the effective provision of energy resources to the country's economy and strengthening its geopolitical positions. The necessity of elaborating the energy policy that determines the long-term prospects of development of the national energy sector and Ukraine's position in the world energy is substantiated. The categorical-conceptual apparatus of the energy policy, which is related to the complex of governmental measures aimed at the long-term stabilization of the internal energy market and ensuring the efficiency of the functioning of the national economy, the comprehensive support of alternative energy, is specified; the classification of energy policy instruments is revealed, which depends on three basic functions - analytical, operational and control. The characteristics of each of the energy policy tools are covered. Five criteria for supporting the development of alternative energy have been identified. It is noted that active energy policy becomes the main factor of effective entry into the world economic system of development of alternative energy. Еnergy policy is an integral part of the state program of development of the country, while it is subject to specific requirements and restrictions. It is determined on the basis of directions and rates of socio-economic development of the country, characteristics of the competitive environment, environmental conditions, climatic conditions, resource potential, as well as taking into account innovation and investment policy. The concept of energy policy reflects in its composition the strategy of alternative energy development, the principles of interaction with state authorities, the form of support and the content of assistance to energy companies. Active energy policy becomes the main factor in the effective entry into the world economic system of alternative energy development.
